SUCCESSION IN KEY STATE OFFICES

The constitutionally prescribed eight-year non-renewable tenure of Office for both the Auditor-General and the Controller of Budget lapsed on Monday, 26th August, 2019.

The two Offices are custodians of Public Finance Management. The Auditor-General is the Auditor of the National and County Governments, all Organs of State and all Public Institutions; while the Controller of Budget is designated by law as the overseer of the implementation of the budgets of both the National and County Governments by authorizing withdrawals of public funds.

In fulfillment of the applicable legal procedures, His Excellency the President has vide Gazette Notice No. 8004 of 2019 caused the declaration of a vacancy in the Office of the Auditor-General and vide Gazette Notice No. 8005 of 2019 designated Mr. Stephen Masha as the Acting Controller of Budget for a period of ninety days commencing Tuesday, 27th August, 2019.

The declaration of the vacancy in the Office of Controller of Budget is the mandate of the Public Service Commission, and the same was communicated by that Commission separately vide Gazette No. 8006 of 2019.
